No big business will hire someone who doesn’t have a degree.
To learn it, the best way would be to pick up a teach yourself book about HTML, CSS, XML, AJAX, JavaScript, PHP, SQL, and a database book (No professional website doesn’t use some sort of DBMS). Then make websites to practice. To be honest, it’s not something you can just ‘pick up’. It’s a pretty complex field.

I am thinking of going into either web development or web design. I know the small differences but what I really want to know is which one makes more money? If I am going to choose one of these as a career path, I want to make the best choice I can.

Web designers make websites like Facebook appealing, eye-catching, and graphically functional.
Web developers make websites like Facebook work.
I daresay the developers are paid more because they are computer programmers, not just graphic designers on Macs. (And no, having a Mac isn’t required; it’s cheaper but not as elitist to have a PC).

Depends. Do you want to make good money, then you have to have something unique. If you are just looking to get some $ then post your skills on craigslist.

A web designer focuses more on the looks of the site : the way it is arranged, the graphics, etc.
The web developer is the one that focuses on how the site works, the type of coding (CSS, PHP, Flash, JavaScript, HTML, security, etc) or interface.
I guess comparing them both would be like comparing an architect and an structural engineer. The latter one would probably have more job opportunities since that takes more studying.
